On January 8, 1790, President George Washington delivered the nation’s first State of the Union address to the assembled Congress in New York City. He outlined the plan for government as largely designed by Alexander Hamilton. Issues addressed included national defense, foreign affairs, and domestic policy. He talked about the need for finances for the government to support items like a federal postal system, post roads, and public education—all in support of a representative government.
