On December 19, 1998, the U.S. House of Representatives approved two articles of impeachment against President Bill Clinton, charging him with lying under oath to a federal grand jury and obstructing justice regarding his illicit affair with intern Monica Lewinsky. Clinton was the second president in American history to be impeached; the first was Andrew Johnson. The Senate voted against removing Clinton from office. Afterward, President Clinton said he was “profoundly sorry” for his behavior.
